I don't know if you have engaged in regular exercise before, but 60 minutes of cardio daily is too much for the legs. Too much stress, and your body will adapt to it (by burning less energy / fat) in due time.
I suggest you do cardio no more than 3 times a week, no consective days. The rest of the days you want to try either weight training, Pilates / Yoga, or some sort of muscle toning routine. And do take a day off once in about 1-2 weeks to reward yourself. Losing weight is a marathon, and you need to be psychological and physically healthy to make it to the end.
I've been trying to do at least 60 min of cardio daily. Somehow I managed to make my right thigh really sore, and so I'm holding off on circuit training for a while until I feel better.
